Mere implementation of a safety framework is not sufficient for the construction projects Instead, such projects always create new hazards and pose new risks for the workers As a result, the safety frameworks which was effective even few days ago, does not become able to ensure safety for the workers On the flip, increasing incidents of worker injury and other accidents cause interruptions to the project Due to occurrence of a number of accidents in the construction works, lengthens the project duration and hence increases the project cost So, in order to keep the construction works profitable also, the constructors need to find out new risks for the workers and mitigate those effectively It is not possible unless the constructors focus on upgrading their safety frameworks continuously
Purpose of the study: The existing literatures agreed upon the fact that the safety frameworks in the construction projects need to be improved However, among them only few sources focused on indentifying the ways using which the better safety measures can be developed In this project, some sources are analyzed to find out the ways for improving construction safety Therefore, it is needed to conduct a study which can provide recommendations for improving safety frameworks at construction sites In the current research, the key literatures on safety at construction sites are reviewed On basis of the review, the safety frameworks used at construction works of different countries are identified
Aim of the research: The current research aims at analyzing how the safety frameworks in different construction sites can be improved The research also aims at analyzing the safety framework in of construction industry of Kuwait In this literature, the safety problems in the construction works of Kuwait are identified How the parties associated with the construction works in the country are addressing the problem, are also identified in this literature
Another aim of the research is-- discussing the safety issues present in the construction industry of Saudi Arabia The country is growing rapidly and its growth rate is one of the highest among all the Middle East countries Inspite of the rapid growth, the construction industry in Saudi Arabia is encountering several safety problems and identifying the corrective measures
The research also gives the research with the chance of analyzing the factors affecting efficiency of the safety frameworks in Thai construction projects A lot of injuries and accidents take place in the construction works The current study focuses on identifying the key reasons behind such incidents The study also deals with analyzing how the safety frameworks can reduce the number of those incidents The paper also focused on determining the Critical

Key Literatures

Kartam, N A , Flood, I , & Koushki, P (2000) Construction safety in Kuwait: issues, procedures, problems, and recommendations Safety Science, 36(3), 163-184
As per the study, the construction industry is one of the major contributors of Kuwait. Therefore, presence of problems which can affect growth of the construction industry can affect economic growth of the country also. In Kuwait, there are a number of safety procedures and the regulations for the protection of workforce and the construction works. In Kuwait, the insurance companies also work along with other parties to provide maximum safety to the construction workers. Despite all the preventive measures, the construction industry of this country has a number of problems as identified in the paper. Disorganized labor is one of the issues that are affecting safety of the construction industry. Extensive use of foreign labors and subcontractors are other factors that are intensifying the problem by making the workforce more difficult to organize. Keeping records of accidents is crucial for improving safety of construction workers .From the records of accidents, patterns of the injuries and other incidents can be identified The system of keeping accident records is also poor in Kuwait. Therefore, the identifying the accident patterns are also not possible in this country which reduce effectiveness of the safety measures
The role of constructors is important for ensuring safety of the organizations in Kuwait industry. Most of the constructors in Kuwait are small in size. They often do not have adequate resources to invest in the safety frameworks. The competitive tendering also restricts the constructors from investing money on safety works. The summer in Kuwait is extensively harsh The extreme weather conditions also make ensuring safety of the workers more challenging .
The literature indicates that there are many policies and procedures in Kuwait for the construction works. However, the stakeholders in the construction industry are not giving importance on implementing the safety policies fully. Therefore, the construction workers are still working under risk.
To get rid of the issues, the authors in this research recommended that the Government should monitor implementation of the safety policies at construction sites .Along with it, reporting and analyzing the accidents is also important for reducing accidents in construction sites.

Al Haadir, S , & Panuwatwanich, K (2011) Critical success factors for safety program implementation among construction companies in Saudi Arabia Procedia engineering, 14, 148-155
As revealed by the study, the overall level of safety in the construction industry of Saudi Arabia is quite low. The constructors working in this industry mainly focuses on reducing the costs incurred due to accidents of the staffs .However, the constructors in this country fail to implement the safety frameworks properly and getting the most benefits out of it. It is observed that the constructors fail to identify how the safety frameworks can be used efficiently and why their way of operations is failing to provide security of the workers. The current literature focuses on finding out the critical factors that are affecting successful implementation of the safety programs by the constructors in Saudi Arabia.
The study revealed that the constructors in Saudi Arabia have lack of understanding on the safety frameworks. The study indicates that promoting the comprehensive safety frameworks is the key to implement safety framework within the country. To achieve this target, a number of factors have been analyzed in the study to create a well-defined framework for construction safety.
In the study, the data related to construction safety have been collected from the constructors and critical success factors (CSFs) are identified on basis of pareto analysis.
In the study, the participation workers are considered as one of the most critical factors for successful implementation of the safety framework. According to the researchers, the personal attitude of the workers and their level of motivation are two key factors behind successful implementation of the safety framework. The paper also revealed that the level of supervision and the training of workers also enhance effectiveness of the safety frameworks to a great extent .The safety of the workers cannot be ensured unless they are equipped with right tools and techniques. The implementation of the safety programs is influenced greatly by personal competency of the workers. Evaluation of the safety programs help the constructors to determine whether the safety goals are met or not. In the study, the necessity of program evaluation and modifying the program accordingly is also identified.
From the study, the key factors which can improve the safety in construction industry in Saudi Arabia are identified. However, the factors can be used for assessing safety in other nations too

Aksorn, T , & Hadikusumo, B H W (2008) Critical success factors influencing safety program performance in Thai construction projects Safety Science, 46(4), 709-727
Accidents and injuries are two common problems that the workers face in the construction industry. Implementation of safety programs is necessary for getting rid of such problems However, while implementing the safety programs, several factors need to be considered. In this paper some such critical factors for successful implementation of the safety programs are identified.
Setting clear and realistic safety goals is important for implementing safety programs successfully. Proper communication of the safety framework is another factor that influences successful implementation. The safety frameworks need to be monitored and evaluated continuously in order to improve the need of further improvement Delegation of authority is necessary to monitor the programs effectively and measuring its success Successful implementation of the safety programs also need allocation of sufficient resources .The current study identified the need of sufficient resource allocation also as a critical factor for enhancing safety in the construction industry. No safety program can be implemented without support of the management .The study finds that support from the management is necessary to implement the safety frameworks effectively.

Ismail, Z , Doostdar, S , & Harun, Z (2012) Factors influencing the implementation of a safety management system for construction sites Safety science, 50(3), 418-423
As part of the study, a questionnaire on the construction site safety was determined among the workers .The interviews were also held with the industry experts .Through the processes, safety issues associated with tasks such as concreting, brick laying and other assorted trades were identified. The study determines particulars of a number of construction works, the traiing details of the workers and the safety elements in the construction sites. The research is focused specially on construction of the high rise buildings, the infrastructure development works and the landed houses.
Often it is identified that in reality, the need of increasing awareness of the workers need to be improved. Lack of knowledge, increases occurrence of the accidents and injuries among the workers. The lack of knowledge also restrict the workers from utilizing equipments in the construction sites. It also enhances the risks for the staffs .Further, the lack of concern of the management, the lack of resources and the training programs also reduce effectiveness of the safety programs to a great extent. However, the study also finds that safety framework can be implemented effectively in the construction sites using the right equipments and sharing knowledge with the workers.
From the literature, it is evident that participation of both management and the workers is necessary for ensuring safety in the construction sites. However, use of the right equipments and allocation of necessary resources also play crucial role for the safety. Finally, evaluation of the existing frameworks is also needed to improve the safety.

Recommendations

A number of methods are identified in this research that can make construction works safer The recommendations are as follow:

  • Role of governments: Along with development of policies, monitoring how these policies are being implemented is also important for ensuring safety in construction works. The Governments should involve adequate number of inspectors to monitor how the constructors are adopting safety measures and how the incidents of accidents and injuries are being handled Monitoring from Government can compel the constructors to focus more on safety framework.

  • Reporting of accidents: Many constructors do not focus on reporting the accidents and hence, the accident patterns and hazards in the construction sites cannot be identified. The constructors should focus on reporting the accidents and injuries so that the risks for workers can be identified

  • Training of workers: Lack of knowledge among the workers is another reason that increases the risk of accidents and injuries The constructors should focus on educating the workers about the workplace risk to promote a safe working environment.

The above discussion on the recommendations indicates that the monitoring on constructors can lead to more effective implementation of safety frameworks in construction sites However, steps such as accident reporting and educating the workers can also be effective for enhancing workplace safety.
