Introduction

This corpus investigates the thorough delegation of early childcare to maids in the UAE and their tremendous dependency in UAE. There has been emerging concern amongst professionals regarding this issue and the various social problems that surface due to this alarming dependence. It has been noticed that as the families progress, these families start to rely majorly on the house maids for handling their domestic matters. Particularly in a household where both the parents are working, a full-time maid is hired to look after the aging parents, toddlers, and the household chores. There has been a distressing increase in hiring of full-time helps in UAE households showcasing their escalated reliance driven by the ample availability of domestic maids and workers, the inadequacy of reasonable alternatives, and the expanding number of mothers taking employment.
The employment of housemaids started in the late 1970s with the commencement of the oil boom, and parents gradually began assigning more and more household chores responsibility and childcare duties to their housemaids. The first generation of children who were cared for by housemaids or nannies is now in its mid-20s, and the majority of the population of UAE below this age have spent time with nannies or maids in their home. Housemaids—often live-ins—who do the bulk of the cooking, dusting, laundry, and childcare are a vital part of life for virtually every family where both the parents are employed. Moreover, International Labour Organization in 2013 stated in its study that having maids is often considered as a symbol of status for families in UAE. It is considered that the greater the number of housemaids a family has, the wealthier that family is. To satisfy the growing demands of housemaids, the families in UAE have been hiring housemaids from countries like Philippines, India, and Indonesia. Many Arab families echoed their sentiments by saying that the Indonesians are their preferred choice for maids and domestic help as they are also Muslims, and there are slightest cultural and religious differences.
Due to the increased dependency of housemaids in UAE, the parents have started regarding it as an acceptable ‘standard practice’ to let the housemaid care for the kids, and so the phenomenon has now become a well-established social norm. But the parents and the primary population of UAE and Middle East are not able to identify the catastrophe they are going from. The society is experiencing many social problems like declining health, loss of cultural values in kids, difficulties in cognitive, physical, social and emotional developmental in children, etc. All this might be associated with the children’s interactions with the maids who are hired to care for them. Additionally, increased criminal cases have been recorded that are associated with the house maids. These cases are rising from the situations where housemaids are not treated as per a usual standard, under paid or even harassed in some families.

Hypotheses

The hypothesis proposed in this corpus is based on the dependency of Emeriti women on their home maids and its effect. This problem statement requires answering as:  Why do UAE families have maids? Is this dependency healthy for the future of their kids? How this aggravates the criminal cases in UAE? Does it create social problems in the society?

Methodology

This corpus is based on the compilation and investigation of forty secondary research sources. The secondary resources will be used to find the answers and solutions to research questions. The research has first presented a review of different secondary resources in the Research and Analysis section. These sources will be assessed and evaluated to reach a concrete conclusion. A qualitative research methodology has been adopted to study this research to carry out a subjective analysis of this topic.
To conduct research on the impact of dependency of home maids in UAE and the problems associated with it, a plethora of resources will be utilized. The corpus will explore research papers, news, journals, research projects, articles, and dissertations. In correlation studies of UAE families to dependency on housemaids, the focal point is the social complications and problems faced by the families hiring housemaids.

Analysis

Housemaids and the United Arab Emirates
In the Middle East, an estimated 2.1 million workers were employed as domestic servants in 2010, nearly double the 1.1 million as found in 1995. Domestic work accounts for 5.6 per cent of total employment in the region, but this share is far exceeded the United Arab Emirates (12.8 per cent in 2008. For women workers, the chances of domestic work in total employment are 42.4 per cent in the United Arab Emirates. According to one study, a single household in the United Arab Emirates employs three domestic helpers on an average. (Roumani, 2005)
CONSEQUENCE OF INCREASED NUMBER OF HOUSE MAIDS:
1. Impact of maids as a caregiver on the development of children:
Due to the tremendous progression in the UAE both the parents have been relishing their jobs and the employed stature. This has led to a high number of maids being hired to take care of their kids, household chores like cooking, cleaning, dusting, etc.  Some families have gone to the extent of hiring a foreign maid. The elite families of the United Arab Emirates prefer migrant domestic help from the Philippines because they tend to have relatively higher levels of education and a fair command of English putting these maids in high demand.
Analysis of statistical data for the study of alternative care by housemaids indicates that around 58 per cent of children below the age of three in the UAE is cared for by the housemaids, therefore, spending about 30–70 hours with the maids per week.  About 30 per cent of children are taken care by their mother/another family member, either without or aided by a nanny or maid. The remaining children attend nurseries or similar child services of different quality and durations, including child-minder services staffed by domestic help. These figures depict the enormous reliance on domestic workers to care for children in the UAE compared to the US and Europe. This study has established that the measure of time children spend with the nanny or maid exceeds the duration advised by major studies to avoid any kind of harm to maternal attachment or increase the possibility of problem behaviors: 10 hours as per the Study of Early Child Care and 10–30 hours as per the Goteborg Child Care Study, compared with the research findings of 30–70 hours a week. Consequently, most children spend more of their waking hours with the alternative caregiver than they do with their parents. (Roumani, 2005)
Due to the spending of the maximum amount of their time with maids, the parents are coming across the difficulty in the physical, social, cognitive development.  Many families are even unaware of the vital role that parents play in the emotional, social, behavioral, physical and cognitive development and also the well-being of their children. Maids take care of children along with doing household chores and cooking, is a hazardous trend that could have a severe effect on the emotional, intellectual and cognitive development of kids.
A recent study has revealed that only 8 per cent of the maids interviewed were particularly hired to take care of the children; the remaining 92 per cent believe that caring for children was an additional household chore. This evidence, added to the vagueness of the domestic help’s job description, places childcare duties on a par with dusting, cleaning, ironing or dish-washing and is a barometer of the quality of care which will be provided by domestic helpers. This attitude does not satisfy children’s physical and emotional needs and may well disregard psychological needs.
The Study of Early Child Care by The National Institute of Child Health and Human Development identified the pattern that prevails due to lower quality of care:
• Less harmonious mother-child relationships;
 • Higher possibility of insecure mother–child attachment of mothers who already have less sensitivity towards their children;  
• Lower cognitive and language ability, more problem behaviors, and lower school readiness scores. (Roumani, 2005)
2. Lack of Independence
Due to the constant availability of maids in families where they are hired for full-time basis, the kids, and the family members have started to rely entirely on the maids. This has created a lack of independence in the members of the family making them adopt a sluggish behavior. The youth of United Arab Emirates is emerging out to be lazy in nature that can have a more destructive effect on the society. Mr. Abdulghaffar Hussain [Founder and CEO of Green Coast Enterprises] has stated that "U.A.E.'s children have to learn to depend on themselves and not on maids. A maid's job is to do the housework, not to be the slave of teenagers who are too lazy to get themselves their glass of water." Furthermore, when he was asked about his experiences as a teenager and how he compares his situations to today's youth, Mr. Hussain said that he was an "independent, responsible, adolescent" who started working at the age of fourteen. He believed that all that was provided to him by his parents were "the necessities," which included his school education and all his needs for survival; everything else he had to work hard to get them on his own. He said "I thank my parents for not spoiling me with all the luxuries because that helped me to become liable. If not for that I would not be where I am now [One of the most successful business men in the United Arab Emirates]." Mr. Hussain's example should be taken into grave consideration by UAE’s youth, as he is an ideal of self-determination and independence that today's generation lack entirely. (123helpme.com, 2016)
Children are provided everything on their platter and thus leading to their less involvement in any task that require physical strength. From getting their water in hand, to fetch them remotes, do their laundry and rooms, the youth is least interested in these kinds of job. These jobs make the children independent and helps them to not to depend on anyone for their work. Thus, they lack team working, managerial, leadership skills which hampers their over-all development. Eleanor Roosevelt said that a lot of attention is being paid to the aggressive sins like violence, cruelty, and greed with all their awful effects that we pay too little attention to the passive sins like apathy and laziness, which in the long run have a more destructive and devastating effect upon society than the others." can clearly state the problem.

3. Health Issues : 
Urbanization has brought about the health risks for UAE children. Other matters that make the matter worse are limited access to health and fitness facilities and negative examples from parents and other role models. Due to increased rate of employing house maids, the health of children and specifically the Emirati women has suffered considerably. Overweight and obesity are becoming key challenges for public health in United Arab Emirates. An emerging number of women, kids, youngsters, and adults are overweight and obese in the United Arab Emirates. As a result of this, public communication and spreading of information on this issue has inclined in the last years. The dependency of the United Arab Emirates women on the housemaids and nannies decreases their physical activity and results in increased BMI and many chronic diseases.
 A survey among various school students in the United Arab Emirates showed that in 2005, 38 percent of children (males and females) between 13 and 15 years spent 3 hours or more watching TV or playing games. In 2010, the numbers increased to 45 per cent among males and 56 percent for females. (Zain), 2016).  
The World Health Organization (WHO) and US Disease Control Centre has recommended that Television must not be watched for more than two hours in a day. A school survey in Dubai city of United Arab Emirates showed that the obesity rate increased from 12.1 percent in 2005 to 15.5 percent in 2010 among students aged between 13 and 15 years. Many doctors have claimed that the high rate of obesity among children and adolescents is dangerous and, this results in less physical activity, poor quality food consumption, junk foods,  and high consumption of energy drinks and sugars. According to the World Health Organization (WHO), by 2015, the obesity rate will reach 44.6 percent of women. (Zain), 2016)
According to this study of WHO the children and toddlers of United Arab Emirates in grave danger. Cardiovascular disease, obesity and, diabetes are common health problems among older people all over the world. But in the United Arab Emirates, these metabolic diseases are now affecting young children due of the lack of adequate physical activity. Around 78 per cent of United Arab Emirates children do not indulge in the amount and type of physical activity that can protect them from cardiovascular disease and can help them to be healthy according to World Health Organization (WHO).
Doctors have claimed that these conditions will inevitably lead to other problems like coronary heart disease, hypertension and strokes and a myriad of other chronic complications like deteriorating eyesight and renal disease. (risk & Samihah Zaman, 2016)
4. Loss of cultural values:
The children are primarily raised by the maids in the United Arab Emirates in a family where both the spouses are employed. The spouses find it difficult to spend time with their kids due to work pressure and limited time. Therefore, these spouses hire maids to meet all the needs of their children. All these things lead to failure of emerging of a mother-children interaction and mothers fail to engage with their children. This lack of time and care given to the children can result in the cultural loss of the nation.
The children raised by a foreign maid suffer the most due difference in the cultural and religious aspects. These kids fail to comprehend the differences between the cultures and religions leading them to adopt a confused personality, if not raised with care. Their language skills suffer the most along with their cognitive and mental development so much that these kids find it difficult to gather words, to make sentences and other language-related skills. (development & Reporter, 2016) All these hitches in language development might lead them to have a low self-confidence with a weak and ineffective personality. 
Studies have shown that the verbal communication gap affects children’s language skills along with their social and emotional skills when they grow up. Parents should monitor the effect of foreign nannies and staff on their children’s language acquisition and behavioral development. (Almazroui, 2014) Additionally, the maids who are occupied with other household works are not able to look after the child with as much care as a parent would. The children and their activities are often not monitored leading them to be in touch with content or world they should not be given access to. This might lead them to indulge in habits they should not pursue and hence suffer considerably in their childhood. Exposing of children towards open world or content can harm them mentally and physically. The kids are not able to inculcate those cultural values and thus putting a big question mark on the identity of the nation.
 
5. Increased number of criminal cases:
Many maids from countries like Indonesia, India and Philippines are imported to United Arab Emirates for hiring maids at a cheap price. But cases like underpayment, ill-treatment, and sexual harassment towards maids have made news recently.
One of the fundamental reason for the alarming increase in number of criminal cases associated with maids in United Arab Emirates is that most maids are not trained nannies. They are paid to look after children, along with other household chores, leading them to be overworked and irritated all the time. 1,258 crimes associated with maids were recorded in Dubai alone in 2012. In 2011, 1,395 similar crimes were reported and in 2010, 1,276 were registered. Crimes associated with housemaids went up 20 percent in 2009 as compared to 2008. 451 crimes involving housemaids were recorded n 2009, up from 341 in 2008. 17 kids were assaulted by the domestic helpers in all these cases. Police has confirmed records of 13 cases of assault on children in 2013 compared to 3 in 2012.
The alarming increase in these criminal cases may be due to the ill treatment towards the maids. Few maids have reported to the police that they are not given the sufficient leaves so they have less time for themselves which leads to inculcation of aggressive and irritated behavior.  This makes them vulnerable and has tremendous impact on their physical and mental health. These acts against humanity are reported time and again in UAE causing the outbreak of criminal cases involving maids. 
Colonel Jamal Al Jallaf, Deputy Director of detectives department of Dubai, has stated that the Cruelty to maids eventually pushes them to retaliate. Some situations where families overburdened their maids with household work and denied their rights like depriving them from contacting their friends and families at home or taking enough rest were reported. The problem being many families in UAE have no idea about the society, traditions and culture of the domestic helper's home countries. Jallaf’s figures had shown 1,010 reported crimes were committed by domestic helpers and maids in Dubai in 2011 as compared to 862 in 2010. He added that 506 crimes, more than half the total, involved with absconding offences whereas 108 were involved in sexual abuses. Also 94 breach of trust cases were reported along with 48 thefts from employing houses. 
In fact, the largest theft case also involved a maid who stole Dh1.17 million from her employer but she was arrested and, the sum was retrieved later. A breakdown had shown Asian domestic helpers as the main culprits, mainly due to their majority in Dubai, committing 583 crimes whereas African maids were associated with 270 crimes and the remaining were responsible for 157 crimes. (Emirates 24|7, 2012)
International agency ILO has found out that 36 percent of domestic helpers are excluded from maternity leave, and 40 percent are not given maternity cash benefits, which prevents them to take any time off to recover from childbirth and breastfeeding. These maids and domestic helpers are also frequently forced to leave their kids and family in their home country. The ILO maternity protection and work-family specialist Laura Addati argued in an interview that maids and domestic workers should be legally entitled to health protection, maternity leave, breastfeeding arrangements at the workplace, cash and medical benefits, employment protection and non-discrimination. 

Discussion

The increased dependence of maids in UAE has led to social crises where people and especially children are subjected to ill health and are adapting a lazy behavior. The hiring of maids has created difficulties in the cognitive, physical, social and emotional development children. They suffer psychologically and physiologically which deprives them to have a strong personality. Thus, parents should monitor the times they should spend with the child, do not let maid take control of every decision related to the child. Start adopting small and effective steps like discussing the whole week plan of the kid during the weekend, limited control of maid on the kids and spending sufficient time with the child.  A constant vigilance of parents is the exact solution of this problem.
Moreover, these children are repeatedly affected by a plethora or diseases on a large scale. The women in UAE are experiencing an increased BMI thereby subjected to high risk of getting affected by diseases like obesity, cardiovascular, renal problems. The children are also losing their moral and cultural values due to constant negligence by their working parents and the maids who are hired to take care of the children are being occupied by their household chores. The children are having difficulty in physical, social and cognitive development as well.
In some cases where the maids are not provided with sufficient facilities the cases of criminal cases have been occurring. All this have led to ponder our thoughts on this issue, and the parents should monitor their kids instead of giving every responsibility to the maid.
The issue is gravely serious and norms and regulations should be prepared to provide maids with their rights to nip these crimes in the bud. Hence, a mechanism to resolve every salary disputes promptly should be exercised along with access to legal aid for victims, and the sponsorship system should be reformed so that workers can file complaints without the fear of detention or deportation. They should be given the right to be paid monthly salary in cash or into their bank account; fixed working hours with ten consecutive working hours at most, that should include eight continuous hours of rest at night. They should also be given a weekly rest of not less than 24 continuous hours; an annual leave of a period of a week. The helpers must be entitled to the right to food, clothing and accommodation respecting their dignity and right to privacy. Their medical care and insurance must be covered. The right to receive and make phone calls and correspondence and sick leave entitlements should also be offered to them.
