Establishing on-site day care
assignment will be a research-based report that addresses a problem or issue within an organization. For this assignment, you will write a report of 2000-3000 words on a problem or issue within your workplace or community. Which is Establishing on –site day care .You will identify a problem or issue within your organization. This may be a current place of employment or a community group, such as a church, school, homeowner's association, daycare, recreation center, soccer team, or other group.
The proposal in the report outlines an ambitious plan drafted for a new daycare center primarily meant for the children of the employees of a small to medium-sized watch making/manufacturing company called Paradise Watches. The proposal has been drafted in the backdrop of the problems faced by the employees of the company because of the closing of an already existing local day care facility. The proposal effectively addresses this problem by presenting a well drafted plan for starting a day care service for the employees of the company. It includes various steps, procedures and methodologies as to how the overall plan would be executed.
MEMO: Paradise Watches Day Care Center
To: The Management, Paradise Watches
From: Employee Association
Date: 15th April 2016
Subject: Establishing on-site Day Care
The recent problems being faced by the employees of Paradise Watches with regards to the looking after of their children due to the closing of an existing day care service, is also affecting the operations of the company in some ways or the other. Most of the employees are finding it difficult to manage working hours and time that they need to utilize for their kids. Due to this difficulty on their part, the business of the company is going to be severely affected.
In view of this problem, we, as an association of the employees of Paradise Watches, have brought up a proposal for addressing this issue. The proposal is to establish our own day care center which will not only look into the present need of looking after the children of the employees, but to provide a complete development package for them.
As per our basic research regarding the issue, we are confident to achieve the following things:
Help employees find adequate and economic child care facilities
Help employees find ways to spend more time with their children
Help employees coming off of maternity leave adjust more gradually
The watch manufacturing company Paradise Watches is in a dire need for the implementation of Day Care for the kids of its employees. For the same reason, the on-site day care center to be established will be known as Paradise Watches Day Care Center or PWDCC or PW Center. It will be providing complete on-site childcare for the children of the employees that belong to the age group of 2 to 5 years. A separate wing of the newly formed Recreational House would be an ideal place for the PW Center. This wing would be partially staffed by the Paradise Watches employees. PW Center would incorporate numerous activities for the all-round development of the kids, let alone their daily care and fulfillment of their nominal needs. We would like to seek expert help from the best academic professionals around in order to design an effective childcare system for the betterment of the kids. Now, it is important to understand the estimated cost of the overall project. According to our research, the total cost of establishing the day care would be roughly $25,000 to $35,000. While doing the research, we were promised by the CEO of Paradise Watches a donation of $40,000 in order to establish the center.
The trouble for the employees of Paradise Watches started a few months ago, when because of some unknown reasons, Holy Family Child Care Center got closed. Due to the abrupt closing of it, our maximum employees have been facing extreme difficulty on the daily basis as their capacity regarding to the day care has decreased by 20%. The decrease of this scale has directly impacted at least 25 of our employees as they have been facing a serious crisis and challenge in managing day care for their children. Some of them have resorted to hiring baby sitters, some are trading-off sick days, while one of the employees was so helpless that he had to leave the company. In view of this crisis, our employees are but quite naturally expressing a deep desire to spend more time to spend with their children. Particularly, some of the female employees who had just returned from maternity leave are finding it really difficult to stay away from their newborns, that’s why they are expressing the desire to work part time.
The above mentioned problem is putting a heavy toll on the performances of the employees, though it might not look like it is directly affecting of the Paradise Watches. But the fact is unhappy employees are often unproductive because their efficiency is hampered along with the high degrees of absenteeism(Holmes, Williams & Brown, 2010). Therefore, we have drafted the whole plan to achieve certain goals with regards to the problem as soon as possible.
The problem mentioned above and the related issues along with that can, therefore, be effectively solved by establishing an on-site day care center having a capability of solving all the problems of the employees that they have been facing for quite some time now. We had a lot of options regarding the same such as joining other smaller companies and sharing a common infrastructure at a neutral venue, partnering with a local day care according to their own norms and working procedures or hiring the services of another day care facility provided by an independent entity. After analyzing all the options at hand, we decided to establish on-site child care of our own.
So, the on-site day care as we propose here would have, first of all, our partially staffed employees that would be enrolled in a work-share program. These work-share employees will be going to work in the PW Center on a half day basis and the other half day for their regular jobs. They will receive their regular salaries on the basis of their dedication towards the day care operations. Moreover, if such work-share programs are effectively instituted in the premises, they will go a long way in providing opportunities even for those returning from maternity leave to work part time during the first six months after they return to work. (The details of work-share program will be discussed later).
As we know that a company’s most important assets are not always necessarily be its products or the services that it provides to its customers, but in true sense its employees are(Andersson, 1989). It is their innovation, potential and capabilities that converts a little seed of ideas into a thriving business. So, keeping this fact in mind, our proposal for establishing day care center addresses every aspect of the issue at hand.
As per our research regarding the problem and in order to establish PW Day Care Center, we have our proposal in the form of following points:
1. First of all, the less utilized wing of the newly built Recreational House will be converted into day care center. It is an ideal place for establishing and instituting systems like these because it has sufficient space, accessibility and comfort in terms of carrying out various activities. The required cost that has been worked out on the basis of necessary research will be $5,000 initially with an additional cost of $10,000 which will be the maintenance cost.
2. Development of a well-structured work-share program for those employees that are qualified, experienced and enthusiastic towards taking care of the children. They will be working half day in their regular jobs and the other half day with the children. They will be allowed to draw their normal wages(GOFF, MOUNT & JAMISON, 1990).
3. The provision for the opportunities to those employees who, otherwise, are facing difficulties and finding it hard to get separated from their young children, particularly after closing of Holy Family Child Care Center.
4. Opportunities for female employees who are now returning from the maternity leave to work on the basis of work-share program during the first six months after their return.
After much of the research and therequired preliminary steps taken towards this project, we now can say that the development of this center is going to cost the company a few thousand dollars initially. However, as the time and operations of PW Center would move ahead, we have a firm belief that the center will lead to an increased productivity on the part of the employees. This would in turn, positively impact the business of Paradise Watches. Apart from this, the development of this on-site day care system will also have a huge impact in terms of enhancement of greater sense of community among the employees.
In order to establish the Paradise Watches Day Care Center or PW Center, we have worked out the following important steps that, after being successfully implemented, would yield fruitful results:
Step 1: Hiring a full-time certified authority for PW Center.
The act of hiring a full-time director, who is certified and having experience in managing the entities such as day care centers will kick-off this process very positively. We expect him to incorporate a wide spectrum of ideas in order to infuse a new life into the system to make it more effective, innovative as well as robust place for the holistic development of the children. It will be crucial to have him for designing and establishing a quality center in the form of day care. As per our understanding on the basis of researched and collected data, no person belonging to Paradise Watches, in the current situation, qualifies for the position of Director. No one here seems to have knowledge and expertise to plan, develop and run Paradise Watches Day Care Center. The idea is that hiring a director before the opening of any facility ensures it smooth running(Belsky& Steinberg, 1978). It is important to include his ideas during the inception of PW Center, as he will be the responsible as well as accountable person for the time to come. Moreover, his presence in the starting-off period will also make sure the selection of quality personnel, who will be providing their service in the facility. Therefore, we propose Paradise watches should advertise the position as soon as possible.
Step 2: Transforming as well as equipping recreational House into PW Day Care Center
The conversion and equipping of Recreational House into PW Center will be the most important process during the time to come. It will require a number of steps to be incorporated to get a perfect start. The architectural designs in view of the budget have to be drawn by the architects so that we have a fair idea as to what changes as well as developments are required to put in place. Also, as per our requirements regarding the renovations are already documented and they will be handed over to the architect and interior decorator. This report also indicates the greater emphasis about what needs to be done in order to convert the Recreational House into PW Day Care Center. As per our preliminary talks with the architect and engineer, they roughly gave us the idea that the process of the conversion would be completed in three months. The estimated cost that is required for this purpose is $8,000 - $10,000. The best strategy is the successive purchase of the equipment by the inclusion of different stages over the next the next year(Whitehurst, Arnold, Epstein, Angell & et al, 1994). This procurement will be done on the basis of priority and need. As per our estimation, the total cost of the equipment will be $15,000 - $22,000.
Step 3: Process of securing clientele
The securing of the clientele will begin after the previous step will be near to the completion. The process will include director and teachers to begin the reviewing the applications of the people and interviewing the parents and children from a specified date that will be soon announced. Initially the selection of the children will be based on the basis of their ages and in the future, the selection might include a formal interview. The plan that we have worked out allows 25 children initially which will be enrolled and gradually the number will be increased based on the procurement of resources.
Step 4: Process of securing additional staff
The process of securing the additional staff would require the director of PW Center along with the personnel director of Paradise Watches and assisted by the general manager of Paradise Watches to review the applications of the potential teachers and interview them. Two additional teachers will be hired at the end of it.
Step 5: Opening of PW Center
It will be the final stage of foundation of the project yet the beginning of a new day in the lives of the employees and their children. The opening day will be announced once the deadlines of the initial stages are met. We are quite confident that it will open as per the plan.
As mentioned earlier in this report, we estimated the start-up cost of $25,000 to $35,000 and an estimated overall budget of $150,000. The budget remains fluid at this time because we do not yet know how the work-share program will affect salary needs. As much as $100,000 of that budget could come from tuition.
We are quite enthusiastic as well as confident that the completion of establishing day care center for the customers of Paradise Watches will yield fruitful results for them and the company as well. We are strongly believing that it will not only increase the production of the company but increase the community interaction and make the environment healthy.
